SOLUTION: A device has a fan 2 taking in air 10, vessel 5 receiving water 6 for cooling the air 10 from this fan 2, and a wind direction cover 4 guiding the air 10 into this vessel 5, so as to bring the air 10 guided in the vessel 5 into contact with this water 6. In this device 100, since the air of temperature approximate to a liquid temperature in the vessel 5 can be generated, the device can be applied to an on-vehicle air circulating device or the like.
