PROBLEM TO BE SOLVED: To suppress waste wherein amt. of escaping of air, loading on an air feeding means and consumption of electric power become large when amt. of inflow of raw water becomes small and degrees of oxidation and nitrification in a first and a second aeration tanks are to be suppressed by just enough and appropriately changing, amt. of air feeding in accordance with changing in amt. of inflow of raw water and degree of oxidation and denitrification in the first and the second aeration tank. SOLUTION: Amt. of air feeding to a first aeration tank 5 and a second aeration tank 7 is changed by three methods, i.e., the first method wherein the first control which adjusts the number of operation of blowers 15A and 15B in ordinary use into one or two sets and the second control which adjusts the output of the blowers 15A and 15B in ordinary use by an output adjusting means are respectively independently performed, the second method wherein the first control and the second control are performed by combining them, and the third method wherein the third control which controls the openings of air valves 22 and 22 for aeration is respectively combined with the first method and the second method to perform them.
