PROBLEM TO BE SOLVED: To enable equal frequency control on phase modifying equipment with respect to errors in a voltage transformer or to meet system conditions. SOLUTION: The objects of the substation voltage and reactive power control parts 20, 21 of a system are, for example, one unit of on-load tap changing transformer, one capacitor for power of phase modifying equipment, and one shunt reactor. The substation voltage and reactive power control parts 20, 21 collect voltage and current data from transformers 1, 2, 3, 4 and current transformers 5, 6, and exercise tap control on on-load tap changing transformers 7, 8 and control on the primary voltage and the secondary voltage of the transformers and transformer passing reactive power through on/off control on capacitors 13, 15 for power and phase modifying breakers 9, 10, 11, 12 of shunt reactors 14, 16, based on the result of calculation using the data. The substation voltage and reactive power control parts 20, 21 are connected with each other through a communication path 22. The substation voltage and reactive power control parts 20, 21 transmit and receive the voltage data acquired by them to and from each other, and utilize it.
