In a calculation part 9, a traffic ventilating force I3 is calculated from the traffic volume N, the vehicle speed V and the wind speed WS from an anemometer 8. In an arithmetic part 10, the operating numbers of ventilators is determined from these values, ventilating resistance, and resistant natural wind, and a necessary ventilating quantity I4 is calculated by feedforward method. On the other hand, an exhaust gas transmittance VI is read from an exhaust gas transmissometer 1 and averaged, and a necessary ventilating quantity I5 is calculated by feedback method in a ventilator number calculating part 12.
