PROBLEM TO BE SOLVED: To prevent the wear of a friction type functional device by supplying a low reactive gas which is a gas having low reactivity to a friction position to the friction part. ;SOLUTION: Before or after a vehicle 101 starts traveling, an open control signal is transmitted to main cutout cocks 12a, 12b from a control device and an injection control signal is transmitted to injection regulating valves 6a and 6b. The main cutout cocks 12a, 12b and the injection regulating valves 6a, 6b are then opened, a low reactive gas G1 within a tank 10 is passed through pipings 11a, 11b and injected from injection nozzles 7a, 7b toward tires 9a, 9b. In this case, tire coating parts 8a, 8b substantially seal the circumferences of the tires 7a, 7b with leaving only minute voids between edges 81a, 82a and a road surface S.
