PROBLEM TO BE SOLVED: To abtain a chemical grouting agent composition for solidifying soil and to provide a water stopping method by stabilizing and strengthening soil containing the same. SOLUTION: This chemical grouting agent composition for solidifying soil comprises liquid A and liquid B as shown below: liquid A: an inorganic liquid matter containing (A) and (B) shown below, (A) an aqueous silicate solution, and (B) an anionic surface active agent; and liquid B: an organic liquid matter using a polysiocyanate which is a mixture of (a) and (b) shown below, the ratio of the compositions (a) to (by weight)=20/80-70/30, (a) diphenylmethane diisocyanates comprising a total of 5-60 wt.% of 2,2'-diphenylmethane diisocyanate and 2,4'-diphenylmethane diisocyanate, and 95-40 wt.% of 4,4'- diphenylmethane diisocyanate, and (b) a polyphenylenepolmethtylene polysocyianate having 3 or more benzene rings and isocyanate groups in the molecule.
