PROBLEM TO BE SOLVED: To prevent breakage of an edge of a cutting tool and damage of a torque transmitting part so far caused by machining work of an eccentric cutting object material by directly or indirectly imparting sliding friction to a cutting object material holder such as a chuck of a lathe or a main spindle. ;SOLUTION: A friction imparting bar 4 is formed to generate friction (a brake) in a cutting object material holder 18, and a central part is rotatably supported with a fulcrum metal fitting 2 by a support pin 3, and one end part side extends up to a lower part the cutting object material holder 18, and the other end part side also extends outside. When machining work is performed on an eccentric cutting object material 21 by using a lathe 16, the machining work is performed by imparting sliding friction to the cutting object material holder 18 of the lathe 16 or a main spindle by the friction imparting bar 4. A recess-projection 5 is desirably arranged on the other end part side of this friction imparting bar 4 so that a weight does not move when the weight 6 is hung down.
