PURPOSE:To make the roughness of a picture in the vertical direction inconspicuous and to obtain a powerful video image by increasing number of scanning lines in the case of displaying the existing standard television signal on a high definition television receiver. CONSTITUTION:A standard television signal inputted from a standard television signal input terminal 2 is A/D-converted into a digital signal. The sample frequency and the quantized bit number are selected as 14.3MHz and 8-bit respectively in this case, and the number of scanning lines of the digitized standard television signal is converted from 525 lines into 2100 lines by using a scanning line number converter 4. Then the picture of the standard television signal whose scanning line number is increased is displayed while the width of the screen of the high definition display device whose aspect ratio is different is made the same. The number of scanning lines of the standard television signal is increased in this way. Thus, the degree of roughness to be made remarkable of the screen in the vertical direction is improved and the difference of the roughness of the screen is decreased in comparison with displaying the high definition television signal.
