PROBLEM TO BE SOLVED: To obtain a quasi-critical condition for a delay time and a CRC error rate by using an equipment of a communication service environment in place of an expensive satellite communication exclusive evaluation equipment so as to generate a delay and a CRC error for a satellite area thereby conducting the communication test. SOLUTION: Two satellite communication facsimile service control circuits 101, 104 are opposed to each other and an evaluation FAX controller master set 102 and an evaluation FAX controller slave set 103 are used to obtain the quasi-critical condition for delay processing and a CRC error rate in transmission and reception directions for a radio area. Since the delay time and the CRC error rate are set by the same condition for the two evaluation devices, the one is connected to the other via a communication port.
