The device has a poster surface cylinder 1 which is located between the top part 12 and the upper end of the advertising pillar 7 and is attached to the vertically located axis 4 such that it can rotate through at least three fastening frames 3. Located on the outside of the poster surface cylinder 1 are at least three wind vanes 2 which are fitted vertically and are connected by means of two hinges 15 to the poster surface cylinder 1 in a fashion capable of restricted pivoting. Each lateral wind vane 2 is preferably undetachably connected on its outside to a vane pivoting arm 8 which is guided through a corresponding breakthrough opening 14 on the poster surface cylinder 1, and the vane pivoting arm 8 is flexibly connected at its inner end to an articulated rod mechanism (link rod) 9 which has at its opposite end a flexible connection to the pivoting arm of the pendulum 11. Fitted on one of the fastening arms 6 is a DC motor 20 which is electrically connected to the solar cell 24, preferably mounted on the top part 12, by means of a bipolar line 23.
