The present invention relates to a polymer blend emulsion, which is used as a waterproofing agent for building coatings, and a method for mixing the polymer blend emulsion with a filler. Polymer blend emulsions are composed of cationic asphalt emulsion, ethylene-vinylacetate (EVA) copolymer emulsion and non-ionic acrylate copolymer emulsion. To improve blend stability, nonionic polyoxyethylene nonylphenyl ether nonyl phenyl ether) derivatives as stabilizers and ethylene glycol or propylene glycol added to improve anti-aging properties. Particularly, the present invention is manufactured in an aqueous dispersion form, and thus has excellent workability, is harmless to human body, has no flammability, and is environmentally friendly. In addition, inorganic fillers such as CaCO₃, Clay, talc, Portland cement powder, etc. are mixed with the polymer admixture emulsion, the stability and the bonding strength are excellent.
