A filter(4) is fitted either in the pipe(7) series-connecting the tanks before all the tank branch pipes, or several series-connecting pipes branch from a collector pipe(6) and the filter is fitted in the latter before all the branching series-connecting pipes. The filter has a mesh width which is smaller than the minimum diameter of the flow control orifice. The free passage area of the filter is up to 90 per cent of the area of the filter, and the filter is a single filter unit.
