PROBLEM TO BE SOLVED: To provide a technique for improving conventional soil-recycling methods and accumulating and isolating bacteria capable of degrading a slightly degradable organic chlorinated pesticide: PCNB in a short period, and to provide the degradation bacterium capable of efficiently treating the PCNB. SOLUTION: This aerobic bacterium: Burkholderia cepacia KTYY97 (FERM P-16809) is obtained by mixing a soil containing a slightly degradable organic chlorinated pesticide: PCNB with the crushed product of a porous material having innumerable pores and having a larger adsorption force for the PCNB than that of the soil to form a soil layer 2 for accumulation and subsequently circulating an inorganic salt culture medium 3 containing only the PCNB as carbon and nitrogen sources to the accumulation soil layer 2 to accumulate the aerobic bacterium: Burkholderia cepacia KTYY97 (FERM P-16809) in the crushed porous material.
