PROBLEM TO BE SOLVED: To send only an article of good quality to the next processing flow by carrying out the judgement of a protection cover. SOLUTION: A laser oscillator 21 generates a laser 24. The laser 24 is condensed at a focus point of a lens 26 installed to a laser irradiation head 22 and a laser welding is carried out against the first and the second work 13, 18. The laser irradiation head 22 is equipped with a protection lens 27 to protect the lens 26 from scatterings during the welding. The second optical fiber 31 is arranged at a position slightly apart from an optical path of the laser 24. When there is no stain and the like on the protection cover 27, the laser 24 does not irradiate a solar battery 32 via the second optical fiber 31. When there are stains and the like on the protection cover 27, a part of the laser 24 irradiates the solar battery 32 via the second optical fiber 31.
