PROBLEM TO BE SOLVED: To appropriately gather the observation data of many spots even in the case that the clock of an observation location and the clock of a center do not match. ;SOLUTION: An observation device 13 converts signals outputted by sensors 17a-17e to digital data, the center 11 gathers the observation data of many observation spots and this transmitter 15 transmits the observation data supplied from the observation device 13 through a public line to the center 11. The transmitter 15 informs the center 11 of the counted time of the observation device 13 as the data gathering time along with the observation data in the case that the difference of its own counted time and the counted time of the observation device 13 is less than a reference value and informs the center 11 of the counted time of the transmitter 15 as the data gathering time along with the observation data when the difference is more than the reference value. The transmitter 15 calls the center 11 and transmits the observation data at the prescribed time. The calling time of the plural transmitters is set at the mutually different time so as to disperse call origination to the center 11.;COPYRIGHT: (C)1999,JPO
