PROBLEM TO BE SOLVED: To improve the calculation efficiency of polynomial multiplication by managing information showing which operation program following an operation algorithm is advantageous for shortening the operation time of polynomial multiplication in a relation with the degree of a polynomial. ;SOLUTION: An acquirement means 23 acquires operation time by giving the instruction of the multiplication of a generated test polynomial to respective operation programs 20-i using a variable that variable information inputted by an input means 21 designates. When the acquirement means 23 switches an operation algorithm midway, a registration means 24 registers switch information shortening operation time in an operation algorithm setting data base 1.
