PROBLEM TO BE SOLVED: To decrease the opening/closing frequency of a dam gate and to minimize the width of water level deviation and the width of variation in downstream discharge by calculating a proportional term and a differential term as correction terms according to the total discharge of the dam gate, calculating a target value by using the correction terms, and performing opening/closing control over the dam gate according to the target value.;SOLUTION: A proportional term detecting means 16 calculates a correction term kp.Δh by multiplying a water level deviation Δh by a proportional coefficient kp and outputs it to a target discharge arithmetic means 19 through a comparing means 18 and a differential term detection part 17 outputs a correction term kd.Δhd obtained by multiplying a water level variation quantity Δhd by a differential coefficient kd to the target discharge arithmetic means 19 through the comparator 18. Then target discharge quantity is calculated from as equation: MQ=TOQ+kp.Δh+kd.Δhd. In the equation, MQ is target total discharge quantity (0.001 m3/s), TOQ is total discharge quantity (0.001 m3/s), kp is the proportional coefficient (0.01), Δh is the water level deviation (cm), kd is the differential coefficient (0.1), and Δhd is the water level variation quantity (0.001 m/s).;COPYRIGHT: (C)2000,JPO
