The present invention is directed to 5 'regulatory regions of a sunflower albumin gene. The 5 'regulatory regions, when operably linked to either a heterologous gene coding sequence or a complementary sequence to a native gene, direct expression of the coding sequence or complementary sequence in a plant seed. Regulatory regions are usable in expression cassettes and expression vectors for plant transformation. Also provided are processes for modulating levels of a heterologous gene or native plant gene such as a fatty acid synthesis gene or lipid metabolism by transforming a plant with the expression cassettes in question and expression vectors.
