The present invention relates to a method for designing a time-synchronized non-orbiting satellite group, wherein the time-synchronized non-orbiting satellite group is synchronized with the surface trajectory of each satellite for 24 hours using an appropriate orbital inclination and satellite altitude. By matching the surface trajectories of the satellite orbits with proper separation between them, we can provide services with limited number of satellites in consideration of the high frequency of communication for limited areas such as Korea, China, and Japan's Far East Asia. The system efficiency can be improved compared to the existing non-geostationary satellite group to provide communication service to the area, and the design of the system to control the satellite can be simplified by synchronizing the surface trajectory of the satellite for 24 hours. System configuration can be achieved.
