A time-varying voltage is input to an operational amplifier (2) with a peak value rectifier (3) wired in. Rectified voltage is smoothed by a wired-in RC section (8,9). A second rectifier (4) is wired in series to the peak value rectifier and the RC section is connected to a common circuit point in both rectifiers, so that a failure in the voltage outputs a signal if the RC section has been discharged at the level raised by the second rectifier.
