A water-continuous system (I) comprises an oil, surfactant and water. The oil is a polymerizable aromatic compound (II) and the surfactant is a non-ionic surfactant. (I) contains 1-75 wt.% (II). An Independent claim is included for a process for the polymerization of (II) using the system (I).
