The device includes a video camera module (3) which transmits the viewfinder image from an aerial camera (2) suspended on a captive balloon to a monitor (4) on the ground by radio signal. The aerial camera is radio controlled from the ground. The aerial cameral may be fixed in a mounting frame and can be adjusted by remote control in horizontal and vertical axes. The aerial camera may include a zoom lens (16) and a shutter release which can be radio controlled from the ground. Film is automatically wound on after each exposure. Alternatively, the aerial camera is a digital camera with a CCD and RAM.
