PURPOSE:To provide a control specification generator which can acquire knowledge (meta specification) for systematically handling an entire control specification and can acquire the control specification by using this knowledge. CONSTITUTION:The knowledge (meta specification) for systematically handling the entire control specification is acquired by a meta specification acquisition processing part 8 and stored in a meta specification storage device 70 by interactively inputting the flow of operations from a designer along a hierarchy while using model to hierarchically manage controlled systems in an objective knowledge storage device 30. Then, a specification input control control part 16 prepares an equipment operation part in the control specification by using the knowledge (meta specification) and a specification input part 26 prepares a transient condition part in the control specification while interacting with the designer.
