PROBLEM TO BE SOLVED: To solve a problem that there is a case that data in the past is not utilized when an inquiry is actually made to a rare piece of data because the rare piece of data is in danger of being scrapped by managing data, for example by date and managing it to be scrapped in order from the oldest one when an unnecessary record is scrapped from among plural records to be included in a data base. SOLUTION: Deviation of data is prevented by presetting a degree of importance about a prescribed attribute item among plural attribute items to constitute the data base and determining the unnecessary record based on a value of an evaluation function obtained by weighing information content about the prescribed attribute item by the degree of importance when need for scrapping the record is generated.
