PROBLEM TO BE SOLVED: To create a business model especially by using a publicity medium from a business source in a business plan creating method using a computer and a business plan creating system using the method. ;SOLUTION: The method includes an input process 20, a technology assessment process 30, a publicity process 40, a collection data creating process 50 and a business plan creating process 70. The technique evaluation process 30 performs technology assessment by referring to register data which are previously registered in a database 80 on the basis of the business source inputted by the input process 20. The publicity process 40 performs the publicity activities of publicity data by using the publicity medium. The collection data creating process 50 creates collection data from data which are provided from an information provider.
