PROBLEM TO BE SOLVED: To reduce an economical strain on a person who discharge the sewage sludge and bearing wood, and give the technical and economical effect for the side to accept this system by making an effective use of the sewage sludge to incur a large amount necessary for take- over and the bearing wood which are prohibited by law to burning, burial and leaving-behind treatment in a manufacturing method of a greening base material for slope spraying by sewage sludge and bearing wood, and the slope greening base layer using the greening base material. SOLUTION: The sewage sludge permitted as a special fertilizer and bearing wood such as pollution-free rootstocks and leaves and branches to be discharge in public works are pulverized in the size to be ejected through nozzles, and mixed with each other, and put into a fermentation facility, and then, charged into a kiln heating machine after a predetermined period, and heated. The heated mixture is sifted, and the incinerated ash of 0.5 m3 of the pulp slag, and waste floor grains of 1.0 m3 to be used for cultivation of maitake (Grifola frondosa)-mushroom are mixed in the heated mixture of 2.0 m3, and the mixture is stored in a fermentation bag, and fermented in this storage bag for about two months.
