Fixed satellite constellation system that employs non-geostationary satellites(100) in sub-geosynchronous eilliptical orbits with common ground tracks. Inelliptical orbits, the satellites emulate geosynchronous satellites when theyare near the apogee of the elliptical orbits. The satellites will only beactive during this portion of the orbit near the apogee and the remainder ofthe orbit shut down most functions to conserve electrical energy.
