PURPOSE: A method/device for compressing a vertex position of a three-dimensional mesh model is provided to compress the vertex position of the three-dimensional mesh model through two quantization steps. And the method/device is provided to decide a first quantization step to enable optimum entropy encoding so that a compression rate can be improved, and to decide a second quantization step to be a size restricting a maximum quantization error so that the model can be restored similarly to an original shape. CONSTITUTION: Information on a vertex position configuring a three-dimensional mesh model is received, to decide a first quantization step and a second quantization step. A present vertex position is estimated from vertex positions encoded prior. The estimated vertex position and an actual vertex position are compared, to calculate an estimated error of the vertex position. The estimated error of the vertex position is quantized to the first quantization step and compressed. A first quantization error generated after the first quantization is quantized to the second quantization step and compressed.
