An election system that is democratic and can be restored a local emotion

PURPOSE: A democratic electing system for overcoming the region emotion is provided to elect a proportional representation of members of the National Assembly of each political party instead of electing members of the Assembly elected from the national constituency by summing a defeated dead vote in a local constituency. CONSTITUTION: A local elected candidate is decided by the largest number of votes(30). Votes of the elected candidate and independent candidates are calculated as zero(40). Each vote of the defeated candidate of each political party is moved to each political party score, respectively(50). The moved votes are summed(60). The proportional representation members allocated in each political party are distributed in accordance with the summed votes(70).
