PURPOSE: A device for controlling multi point video conference based on MPEG(moving picture experts group)-4 and a method of the same are provided to perform a video conference inter multi point by using an MPEG-4 terminal. CONSTITUTION: A control unit(606) receives a connection request from an MPEG-4 terminal, controls a decoder(607) and an encoder(608), transforms an audio/video signal of a mixer unit(604) into an MPEG-4 audio/video stream, and transmits the MPEG-4 audio/video stream to the terminal. An OD(object descriptor)/BIFS(binary format for scene description) generation unit(610) generates an OD and a BIFS signal for composing a screen corresponding to the audio/video stream, and transmits the OD and the BIFS signal to the terminal through a transmission unit(611).
