Signals that are exchanged between the fixed infrastructure 110-116 and the mobile unit 160 cause M channel quality metrics to be generated. The channel quality metric is mapped to the M corresponding arrival time variances by a predetermined relationship (501-503), and is used to derive M-1 arrival time difference variances. Partially the time of arrival difference of arrival time difference weight matrix is used to calculate the WLS solution to estimate the position of the mobile unit. This process may be implemented using an infrastructure-based location processor operating in conjunction with the mobile unit, or may be performed using only the location processor or mobile unit.
