An impact severity identification circuit (16) identifies the impact severity based on displacement of an acceleration signal in preset period. When the impact is not severe, the impact severity is successively identified based on accumulated number of times the jerk of acceleration signal exceeds threshold value and time interval that jerk, exceeds threshold value.
