An excitation board shifts to an axial direction based on the produced magnetic field in the coil (20) of a magnetic circuit due to the supplied electricity, so that the inclination of the magnetic effect section of a mass (16) is performed to an axis right-angled direction. The coil of the magnetic circuit is provided in a mounting metal fitting (14) such that a magnetic-pole section is set in a yoke.
