PROBLEM TO BE SOLVED: To provide the subject such artificial seaweed bed and its system that a microorganismal film is rapidly adheres thereto and thereby secondary microorganisms and small organism groups gather thereto abundantly and rapidly, resulting in a food chain containing young and grown aquatic organisms and serving as a spawning bed, thereby enabling continuous alternation of generations. SOLUTION: This artificial seaweed bed has artificial seaweeds based on carbon fiber; wherein the artificial seaweeds are characterized by that one end of at least one carbon fiber strand is fixed onto one side or both sides of each of plural positions situated 5-40 cm apart along the longitudinal direction of each of stringy or 3 cm-width band-like core materials positioned at specified spots at the bottom of the sea with bottom fixtures and also allowed to stand up underwater with floating bodies, and these carbon fiber strands at the respective positions mentioned above are dispersed underwater into a number of carbon fiber filaments so as to expand in a fringed fashion.
