Any water pipe of which loop number is same becomes a dead end in its tip. Loop number of water pipe P16' is equally '1'. Loop numbers for water pipes P14' and P10' that do not become 'a dead end' are '1' and '2'. The system can be applied to a gas supply system and a power supply system.
