PROBLEM TO BE SOLVED: To provide a system for efficiently connecting a manager, a reporter, and a checker related with the use of the office LAN by constructing means using the office LAN in an information communication network, and for performing consulting for allowing a use enterprise to construct its unique way of thinking or frame under an advice or instruction through this system.;SOLUTION: An enterprise information registering means 11, an employee information registering means 13, and a circulating route information registering means 14 respectively register various information related with the use of an office LAN from a manager terminal 3 of a use enterprise in an enterprise information data base 20, an employee information data base 21, and a circulating route information data base 22 by using the home page of the Internet. A reporter terminal 4 passes the authentication procedure of a use enterprise authenticating means 17 according to the enterprise ID or the like, and registers the circulating of a preliminarily determined checker in the circulating route information data base 22 by the circulating route information registering means 14.
