PROBLEM TO BE SOLVED: To actualize welfare society which is safe and has vitality by, providing a mechanism which implements care, etc., including home security at a low cost by using a communication network and its technology.;SOLUTION: A repeater is installed on an electric pole fitted with an optical fiber cable of an electric power company, and a session is established by the communication of a radio device at home via a repeater; and digital compression technology is used to enables image (moving image) distribution of up to 30 frames per second and highly reliable bidirectional communication is enabled between a central monitor room side and radio-modem mounted terminal equipment which is installed at home and further portable and on-vehicle type PHS system radio terminal equipment, etc., in the outdoors. On the basis of this, the total monitor system is structured, which can perform efficient total monitoring and effective response and treatment in emergency.
