PROBLEM TO BE SOLVED: To detect depolarization with higher accuracy and at an earlier time after an on- vehicle battery has been switched from a charged condition to a discharged condition, with regard to polarization of the charging side of the battery which occurs when the battery is in the charging condition. SOLUTION: Depolarization with regard to the polarization on the charging side which occurs in the battery 13 is detected based on a determination made by a determining means 23E as to whether or not the amount of cumulative discharges of the battery 13, calculated by a cumulative discharge calculating means 23D based on a cumulative value of measurements made by a current measuring means A after the condition of the battery as recognized by a charge/discharge recognition means 23A has shifted from a charging condition to a discharging condition, has reached the amount of cumulative charges of the battery 13 calculated by a cumulative charge calculation means 23C, based on a cumulative value of measurements made by the current measuring means A after the condition of the battery as recognized by the charge/discharge recognition means 23A has shifted from the discharging condition to the charging condition, the detection of the polarization is carried out until a zero acceleration detection means 23B detects that the acceleration at which the charging current of the battery 13 decreases becomes zero after assuming a negative value, when the charge/discharge recognition means 23A recognizes that the battery is being charged.
