PROBLEM TO BE SOLVED: To easily combine various maps with different precisions unified into a format. SOLUTION: A multi-scale map forming system, forming a multi-scale map consisting of a plurality of digital maps integrated together, is provided with a map data file 1 storing a plurality of map data, a selecting means 2 selecting a theme item from the map data, a transforming means 3 for transforming the respective map data into the unified format, and an editing means 4 for selecting and reading respective theme items from a plurality of map data by means of the selecting means and transforming the read theme items into the unified format by means of the transforming means for performing combining edition. In this way, a plurality of map data having different scales, themes, and formation methods are easily transformed into a data file format of the unified format so as to be formed as the multi-scale map.
