MARKET SYSTEM AND METHOD FOR PROMOTION OF INNOVATIONS TO EFFICIENT PUBLIC POLICY

A public policy auction system (10) for providing a monetary incentive for theadaption of efficient public policies. The system generally comprises a seriesof hierarchical negotiations and auctions for the proprietary right to receivea portion of the savings generated from the efficiency of a given publicpolicy. The method begins with a registration phase during which informationis collected on the proponents of new public policies, and shares areestablished for a portion of the approximate distribution of savings gained byimplementation of the efficient public policy. The shares are auctioned topotential constituents during an active auction. The active auction methodincludes penalties to force constituents to combine and pool their bids,thereby encouraging cooperation and minimizing frivolous bids.The activeauction is complemented by an innovator auction in which a predeterminednumber of policy innovators (11) are selected to become competing bidders, anda predetermined interval of time is established before additional innovators(11) may participate.
