PURPOSE: A method for manufacturing ultra low carbon steels is provided, which is capable of producing ultra low carbon steels even under atmospheric pressure by injecting iron oxides during ladle refining without using conventional vacuum degassing facilities. CONSTITUTION: The method for manufacturing ultra low carbon steels includes the steps of tapping a molten steel into a ladle after blowing the molten steel to the terminal carbon concentration in the range of 350 to 1000 ppm in a converter blowing process; placing a lance with being separated from molten steel level contained in the ladle by 100 to 300 mm; and injecting iron oxide powder with a Fe2O3 content of higher than 60% into the molten steel in an amount of 0.3 to 0.5 kg/min for 6 to 10 minutes.
