Arrangement comprises a combined measurement and protection pipe (3) with a measurement hose (2) arranged within an outer protection pipe (7) together with a medium transport pipe (1) in a foam (8) insulation filling. The measurement and protection pipe has an outer blocking pipe (4) to prevent entrance of foam filling into the inner measurement pipe. Both outer blocking pipe and inner protection pipe have holes that do not overlap to allow the ingress of leaking medium into the measurement hose (2).
