The system has a first position control system for stabilizing vehicle behavior by controling steering mechanism actuation and a second position control system for stabilizing vehicle behavior by controling a braking mechanism to apply a braking force to vehicle wheels. A brake control system causes the braking mechanism to produce maximum force if a brake command is entered while the first position controler is performing stabilizing control.
