PROBLEM TO BE SOLVED: To output even a work which is not in a sentence as a key word by enumerating words in the decreasing order of active values and outputting words of high active value order as a key word. ;SOLUTION: It is decided whether or not an input sentence is all read and when not, a word is extracted from the input sentence by referring to a word dictionary 121 and increased in active value. Then the extracted word is converted into a relative concept identifier by referring to a word dictionary 121. Then a concept identifier of current interest is converted into a relative concept identifier at need by referring to a concept dictionary 122, the concept identifier is converted into a relative word by referring to a concept dictionary 122, and after the operation for increasing the active value of the word is repeated several times, a return to the starting step is made. When it is decided that the input sentence is all read, the active values of words are enumerated and a word of high order is outputted as a key word.;COPYRIGHT: (C)1997,JPO
