PROBLEM TO BE SOLVED: To obtain a device and a method for detecting an operation and maintenance cell(OAM cell) not to adversely affect to a normal line, when a fault is generated and by which one fault position is grasped even when a double fault is generated. SOLUTION: A discard signal is generated when a timer counter value to count a prescribed time, within one second after the OAM cell is received is smaller than a reference value by a timer counter comparator 4. When a switching instruction flag of display of the fault position is zero, fault position display information of the newly received OAM cell is compared with the previously stored fault position display information, and when the pieces of information to not agree, the discard signal is generated.
