PROBLEM TO BE SOLVED: To improve the oxidation resistance of a composite material of niobium-based high melting metals (Nb-based RMIC) in high temperature. SOLUTION: An environmentally resistant film (34) containing silicon, titanium, chromium, and niobium is provided on the Nb based RMIC. The invention includes a turbine system (10) having turbine components (11) comprising Nb- based RMIC, the environmentally resistant film (34) deposited on the surface of the Nb-based RMIC(33), and a thermal barrier coating (42) deposited on the external surface (40) of the environmentally resistant film (34). A method for manufacturing the turbine part (11) with the environmentally resistant film, and a method for covering the Nb based RMIC substrate (32) with the environmentally resistant film, are also disclosed.
