PROBLEM TO BE SOLVED: To efficiently perform an ID card creating work with versatility. SOLUTION: A card creating/managing file which stores, per ID number, notice information on the completion of acquiring an ID number, facial image data, ID information and written application image data and the completion of instructing the creation of an ID card to a printer 8 and the completion of creating the ID card, from the printer 8, is set in HDD 32 at an engineering work station 2. Next, the described file is registered by triggering this step with acquisition of the ID number and various sets of information such as the acqisition of various kinds of data, a creation command and a notice of the completion of ID card creation, are sequentially set in the file. Thus it is possible to process the creation of a plurality of ID cards in parallel within a single terminal.
