PROBLEM TO BE SOLVED: To convert a high level policy into low level policies even when converting from high level policy to low level policies is impossible in 1 to 1 in the case the high level policy is distributed from a policy server to network equipment in a policy control network system.;SOLUTION: After judging the conversion type by a conversion type judging measure, the system generates several low level policies from a high level policy by a policy dividing measure or generates a low level policy from several high level policies by a policy fusion measure.
