PURPOSE: A method for incinerating waste so that a less amount of dioxin is generated, an inhibitor of dioxin generation for realizing the waste incinerating method, and a method for manufacturing the inhibitor are provided. CONSTITUTION: In a method for incinerating waste without generation of dioxin, the method comprises the process of spraying a mixture of powder material comprising adsorption material having superior hydrogen chloride gas adsorption rate and reactant having superior reactivity with hydrogen chloride gas as the chief ingredient and particle material consisted of adsorption material and reactant as the chief ingredient and easily decomposed into powder material by mechanical or thermal impetus onto waste to be incinerated, wherein the powder material removes hydrogen chloride gas in combustion gas, exhaust gas and fly ash, and the particle material removes hydrogen chloride gas generated when incinerating waste and hydrogen chloride gas in residue so as to suppress generation of dioxin. The inhibitor of dioxin generation comprises a mixture of powder material comprising adsorption material having superior hydrogen chloride gas adsorption rate and reactant having superior reactivity with hydrogen chloride gas as the chief ingredient and particle material consisted of adsorption material and reactant as the chief ingredient and easily decomposed into powder material by mechanical or thermal impetus.
