The device has a housing with control valve and dosing pump. The valve has an outer sleeve and an inner piston, and radial rows of bores and axial channels, which define a closed neutral position (26) and two open working positions (27,28). Transitional positions 'left' resp. 'right' (29,30) are provided between neutral and working positions, in which the 'left and 'right' cylinder lines are connected via an intake throttle (18,19) 'left' and 'right'. The throttle 'right' consists of radial peripheral groove connected to an axial control groove and the neighboring cylinder bore. The throttle 'left' consists of a similar peripheral groove connected to the other control groove and the neighboring cylinder bore.
